JAN 2023Manly Wharf 3 REF – Community consultation is now closed

Consultation has now closed for the Review of Environmental Factors (REF) for Manly Wharf 3. The consultation period was open from Monday 28 November to 23 December 2022.

Thank you to everyone who provided a REF submission.

We will carefully consider all feedback received from the Review of Environmental Factors (REF) and publish a submissions report in the coming months.

It is anticipated construction of the wharf will be carried out during 2023 pending completion of the final detailed design and outcome of the REF.

NOV 2022The Review of Environmental Factors (REF) for Manly Wharf 3

Following community feedback on the concept design earlier this year, we have updated the design and prepared a Review of Environmental Factors (REF) for Manly Wharf 3 which is now on public display from Monday 28 November to 23 December 2022. During this time, we are inviting the community to have their say on the proposal.


We will consider all feedback received during the public display period and prepare a Submissions Report. This report will be made available on our website and emailed to subscribers.

OCT 2022Manly Cove West – Site investigation works

We started site investigations at the former Manly Sea Life site back in December 2021, and we will continue in October 2022.

The former Manly Sea Life site is now known as Manly Cove West.


Transport for NSW will be carrying out further investigation works around landside and waterside to help us develop the design of the project and determine the most appropriate methodology for the works.

Low impact investigations, such as underwater dive surveys and internal building inspections will begin from Tuesday 18 October 2022.

Our work is expected to be carried out over a seven-week period from Monday 24 October 2022 up to early December 2022, weather permitting.

Works will occur between 9am and 5pm Monday to Friday. No works will be carried out on weekends or Public Holiday.

AUG 2022Consultation Summary Report is now available

Transport proposes a full wharf upgrade at Manly Wharf 3 and work to enhance the area of the former Manly Sea Life site to improve accessibility for all of the community including those with assisted and unassisted mobility needs.

The community was asked to contribute ideas, provide feedback and comments on both proposals which were on public display from 15 December 2021 to Friday 28 January 2022.


Transport has prepared a Consultation Summary Report which outlines the engagement activities carried out during this phase and the feedback received by the community and stakeholders. Feedback will help inform the Review of Environmental Factors (REF) being developed, which will be placed on public display this year.

FEB 2022Manly Cove investigation works

Transport for NSW are conducting an overhead drone survey and marine ecology surveys at Manly Wharf 3 and former Manly Sea Life site. The information gathered during this work will provide an understanding of the existing environmental conditions.


The work is expected to be carried out over a two-week period from Monday 14 February, weather permitting.
Works will occur between 7am and 6pm Monday to Friday. No works will be carried out on weekends or Public Holidays.

We are currently reviewing feedback received about the proposed projects. Consultation was held from 15 December 2021 to 28 January 2022.

Manly Cove projects

Transport for NSW is planning two separate projects, as part of the $205 million NSW Government stimulus funding for maritime infrastructure and safety upgrades, to improve the accessibility to and along the Cove for all people including those with assisted and unassisted mobility needs. The two projects involve:

Transport acknowledges the Manly area is home to a number of unique marine species and will ensure local marine communities are not affected as a result of the Manly Cove projects.

Project information

We recognise the importance and sensitivity of the local Manly environment. Our proposed designs are carefully considering the potential impacts of the construction footprint on the local environment particularly the aquatic ecology. We have developed a factsheet specifically for Manly Cove (PDF, 330Kb).

The impacts will be further assessed as part of the environmental investigations to support the preparation of the Review of Environmental Factors for both projects. The associated impacts of the proposal on the environment and our approach to mitigate and minimise these impacts will be detailed in the environmental impact assessments.

How will the flora and fauna in the area (land/sea) be protected during construction of both projects?

Transport understands the flora and fauna nearby to both sites is sensitive and needs to be protected. Each project will be subject to an environmental impact assessment process, which needs to consider all the environmental impacts that need to be addressed in the development of the projects, and provide strategies to demonstrate how we will avoid, mitigate, and manage these potential impacts.  

We are expecting to have this completed in 2022. The community will have an opportunity to review these impacts, the proposed mitigation measures and provide a submission.

Transport for NSW has identified an opportunity to include designated recreational drop up and pick up zones within Manly Cove.

We are seeking your feedback about where and what the designs for recreational drop off zones could look like.

Transport will be working on these projects together so that Manly Cove continues to support the local community and those who wish to visit to work, rest or play.
